The government of Canada has introduced a new requirement for the people who want to visit Canada and are from visa-exempt countries. Now, visa-exempt foreign nationals who want to fly to Canada need to have Electronic Travel Authorization (eTA) travel documents. This requirement is only for the people from the countries who do not need a visa they just need to get an eta and only if they are traveling through air thus if you are from a visa-exempt country and want to visit Canada by land then you do not need to have an eTA. Also, the people who have a Canadian visa, Canadian permanent residence, or Canadian citizenship do not need to get an eTA travel document to enter Canada.
Who needs an eTA for traveling to Canada?
Basically, there are four kinds of travelers:
Travelers from visa-exempt foreign countries require having an eTA for flying to or transit through Canada airport. But if these travelers are arriving by car, bus, train or boat I.e. cruise ship then they do not need eTA.

2) Citizens of visa-required countries may be eligible to apply for an ETA CANADA, instead of a visa, to travel to Canada by air. However, these travelers need to have a visitor visa if arriving by car, bus, train, or boat, including a cruise ship.
3) Travelers who do not need to apply for an ETA CANADA and need to carry other identification are:
Citizens of Canada including dual citizens need to have a valid Canadian passport; American-Canadians can travel by using a valid U.S. or Canadian Passport.
Permanent Residents of Canada need to have a permanent resident card or permanent resident travel document.
